I'm not a great fan of POR - more than a bit overrated. It's probably great if you're really, really anal about using all the various (expensive) steps, but somebody from another forum who did precisely that found it flaking within about 6-7yrs...

I had a good long chat with a specialist paint supplier a few years ago, and their recommendation for "mechanically cleaned" (ie wire brush in drill) steel was Rustoleum 769 primer. Which was actually one of their cheaper products, so it wasn't simply a money-making recommendation. For freshly blasted steel, they suggested the "cold-galv" paints, but they apparently really need the blast finish to bond properly.
