Air Filter Hoses

Hi all,
I'm hoping this is a very simple newbie question. I decided to take a break from all the fun I've had pulling the heater blower apart and change the air filter. After cleaning out the housing, reaplcing the filter and replacing everything I noticed that the right hand of the two small hoses that are on the 90 degree bend was no longer dissapearing off into the right hand side body work but dangling down!! I've currently pushed the pipe back where it came from and I'm fighting the urge to put my fingers in my ears and shout la la la and ignore it.

Questions
1. What are these pipes? I gather they are some sort of vacuum pump
2. Is the pipe going off to the right meant to attach to something and if so what and how do I get in there?

Sorry but your description is unclear.
Are we talking about the white tubes with the braided ends?

Aye its the white tubes with braided ends and particularly the one the goes off to the right.

Don't worry about that
It's just for severe weather warm up. Your van will start and run just as good with it or without it.
What it does is that vacuum tube closes the intake so it pulls air from around the hot exhaust.
