Because they are not jetted to a T25 so yes it would tick over at the right mixture but once off the airbleed and tickover jet, then finding the right size transfer jet , then onto the right size mains is a job not worth doing as you get no better, infact worse mpg than a well set pierburg
pierburg 2e3's were fitted to an awful lot of cars... Vauxhall astra, cavalier, VW golf polo and many many more.
