water tank tap broken

just toppig the tank before going to whitenoise tomorrow and noticed a slight drip from tap,thought I would tighten it up a bit and then "crack" broken.went to screw the tap out of the tank and it had insulating tape wrapped around the threaded part inside the tank,the "collar" inside the tank just slid off and the tap pulled out of the tank,is it easy to fit a new tap and how do I hold the" collar" inside the tank so that the tap tightens up to it?,does the tank have to be dropped down to gain access?,thanks

depends on what tank it is, mine has a huge inspection hole in the top, so i would have to drop mine down......
