Steering Column Question

I ave just replaced the coupling bushes on my steering column and as I was replacing them the spreader spring fell down (marked with red arrow in attachment).

My question is should it go back all the way or should it be sticking out like in my picture?

I ask as I cannot get it back in all the way if it is supposed to do that and it seemed to fall out easily which suggests it shouldn't go back in all the way.

I never noticed it before I started so I'm asking for piece of mind.

I even took a picture before I started but that part of the column wasn't in shot
