by sucking it.
remove the unit, and the pipe. You can do it fitted but it can be difficult.
suck through the pipe inlet if you can suck any air constantly it's shagged.
do not remove anything from the pipe, there is a restrictor inside for a good reason..
OR
start the engine with the pancake removed.
Allow it to idle
feel the resistance the choke flap offers.
it should be easy to close untill the gap reaches 3mm, then it should be very hard to shut.
If you can shut it easily ...it's shagged
or you have a leak in the pipe
