Are you sure your engine is a CS?
Mine has the arrangement you are talking about and is a JP engine. They are almost identical.
The only visable difference I have found so far is the single pulley crank and the rocker cover studs are shouldered where as on the CS they are not.
I had exactly the same problem when my water pump went,I bought the one for the CS and the pulley didn't line up with the crank pulley, It turned out that I had to get the one for the JP engine which is from a Golf.

I have a double crank pulley single water pump pulley and a single on the Alternator I have been told I'm missing the correct pulley on the water pump as the engine should have 2 belts but my engine has one belt, the system works but the water pump drive is prone to slipping as soon as the belt has any wear. As for the engine it has 1.6D on the side of the block and a CS Radiator which is a pain as they are the most expensive to replace and the van was registered in 1983
