power steering pumps priming

I have no fluids in this after working on the van. Do I need to prime the pump with fluid before starting the engine? If yes how?

Bob fill it, full lock to full lock it three times with engine off, cap on, start engine, stop engine after 30 secs, top up, then cap on restart engine and full lock to full lock gently three times and repeat if squealing or level still dropping, check level with engine running between the marks.
