a bit high, mine (2.1mv) when stone cold goes up to 4bar and drops to a steady 0.7bar at tick over when nice and warm (oil between 80 and 100 degrees c). at crusing speed between 1.5 and 2.0 bar, abit low in know!butr i am b=not worried about that.
are the gauge and the sender matched, both vdo units for example?
what brand of guage and sender are you using
have seen some made in china vdo type senders on ebay recently and i would be concirned about the quality.

That's what I thought around 2/2.5 bar I have used one of the blocked ports on the top of the filter housing.

Could be as simple as the sender being broken
