Piece of cake.
Buy your ciggie light socket (I bought a double) - VW stock them or your local store.
Drill the required size hole, I used a stepped conical hole drill - http://maplin.co.uk/Module.aspx?ModuleNo=354167" onclick="window.open(this.href);return false;
Run an earth lead from the earth crown (left hand side under dash).
Run a fused (5amp) power lead from a spare 12v terminal on the back of the fuse box/relay board.

As he said but no need for an earth if the cigarette holder is metal as the dash is already adequately earthed and made of metal. So all you need is a fused feed, personally I would have said the socket needs to be capable of more than 5 amps (just in case you plug something more power hungry into it like a cooler box or even a cigarette lighter element for that matter. I would go 15amp with the appropriate thickness of wire, just be sure you are taking the feed from somewhere on the fuse box with adequate supply.

I wouldn't pull a lot of current through a ciggie lighter socket.
I ran my coolbox through one, it melted the plug at 9 amps.
It was probably caused by a bad (making and breaking) contact which generated sparks and therefore heat.
I use the other type now (name fails me) that are rated 15amp.

You want an idea? Well if you've really, really got the time and, if I can do it while my dash is out at the moment, the intention is to put one on the windscreen side of the dash do i don't have to have the cable laying over the dash board ... 3 year old son likes to unplug it all too often!
We're doomed!

I got one fitted like below and installed with 27 amp wiring! Enough to power most things through it!
