Westy high top roof bolts mystery?

Hi there

I've a 1985 LHD club joker. There are coach bolts in three of the corners of the high top roof (the highest part - not where it lowers over the cab). One is plastic the others are metal with washers, i think they've been letting rain in. So the question is what are they for and do all westy high tops have them? I've removed them to reseal them and it seems they go into some sort of threaded fitting rather than just a drilled hole. The corner without a bolt (front drivers side) has had some damage at sometime so i guess it may have been removed.

Think they are for a surf board rack that sits in the gutter and fastens to the top of the roof.
