Theres a guy in Swansea who I used to use for cables, both handbrake and control cables, cannot remember the name of the place but he will do one offs from pattern and he wasnt expensive, I think a Bedford CA handbrake cable was under £15.
Perhaps try googling?

Hi Rob
Dont know much about VW specifics yet, but kept an awful lot of vintage lorries/coaches/busses/fairground vehicles working over the years, just trying to pass on easy cheap solutions for people where I can. The guy I used would put new inners in old outers if unobtainable and saved me a lot of time and money and chasing over the years.
Please bear with me if the bit has an issue thats not easily remidied by a cable maker.
