fitted the ict's to me van. tried to start it. when it finally started it's pumping un-burnt fuel straight out the exhaust pipes won't idle. ????????i followed the carb settings for the idle and air mixture before putting them on.

Why pay someone else to fix it for you when you can waste 2 months doing it yourself!
Don't know what size carb you have but here's a link that may help. Gives details of setting up these carbs from the beginning.
Sounds to me like youur idle jet may be too large though. Try turning the idle mixture screw in a bit.
Are the carbs new or s/h? if new ICT's come jetted for 1600 as std -
if your running 1600 or 1641 cc then you need 52 idles and 130 mains
if your running 1776cc then you want around the 55 idles and 135 mains area (dependant on how deep your pockets are for fuel bills!)
if it's a 2.0L then ICT 34's are not really right carbs as the throat on them is a bit too small but I would guess on 57 or 60 idles and 150 mains (ish)
You need to balance the carbs up too - if one is firing tons of fuel in and the other is shut off it'll never run - dual carbs run like a sick dog with it's feet tied together if they are not balanced!
mixture screws (brass flat screwdriver ones sticking out at an angle on the bottom of the carb) the should be 2.5 turns out from full screwed in as a base setting,
To guess the tickover; the idle screws should be set at around 3 turns from fully screwed out - the other way is with feeler guages but you need to take the carbs off for that.
if your getting loads of fuel going through the engine is it down to an over powerful fuel pump (electric?) or worn float chamber shut off valves (if not new carbs)

bought carbs on here. seller said they had about 6k on them and came off his own bus . i did the feeler gauge bit before i fitted them? electric pump. if it's the pump what's my options?

All that said I would still check the idle settings and take the tops off the carbs and verify the shut-off valves are OK AND that the floats actually float - whilst in there check the jets too
