If it's near the front wheel arch - it looks like the screenwash tank - with filler cap just under the passenger wheel-arch carpet...
If not, where is the tank on the van?

Re: What are these tanks for?
This one of the two petrol expansion tanks - one up inside each front wing. They take any fumes/overflow from main tank and have three pipes on each, all leading back to the top of the main tank. Normally when engine is off they are empty. Two things might be relevant. Mud collects above and behind them forming a nice rust trap under your wings and the pipes need to be checked for splits/perishing/leaks etc. Tanks can be removed by undoing the one bolt showing in the photo but they wedge in to a recess at the back end, so will need a bit of gentle wiggling sometimes. Be very careful not to break the pipes or plastic outlets! Tie them back out of the way while you are cleaning any mud off wings rather than trying to disconnect all pipes. Have just removed each of mine to check condition bodywork around and behind them - ok, luckily.
