Should the bypass cut out valve be at 12v when the engine is running normally?
The wiring on the van is like this.
a red wire comes from the loom to a sensor, (see the picture i think temp sender) onto a spade terminal in the middle of this picture.

then a red wire comes from a different terminal on the same sensor to the bypass cut of switch. This also has a piggy back spade on it that has another red wire just hanging as though it has come off something.
So in total I have three wires at the sensor.
one from the loom tot he sensor
then another from the sensor to the bypass cut out valve
and another doubled up with this one just dangling
Has the dangling one come off and should it be attached to something?
