On page 59 of 162......... fuse 7 is shown as 16 amp.(Waterboxer 83-84) This is I believe taken from another (nameless) manual, and not for the first time Haynes may be in error showing only an 8 amp fuse. Check the wiring is man enough to carry 16 amps to be safe though.
Your problem may be a seized fan motor, something jamming it, or a short circuit perhaps? There are one and two stage motors used on various models by all accounts, and a relay is used on the second stage on at least some (possibly all) two stage versions.
Get a multimeter on the job.

Fitted a 16 amp fuse and the fan runs at both speeds without any burning smell, so hopefully it will only be a thermal switch thats needed. :D Many thanks Grun
