Have I got a siezed engine or is it starter problem? Please!

Hi.
Non starting 1.9 TD out of golf. I've never seen it running. Told it siezed while driving.
Been told I've got a siezed engine but..........

Today, checked oil....very low....4mm on bottom of dip-stick......Added a litre.
Tried to start it.....nothing......Charged battery.......nothing.

Removed exhaust silencer......put 19mm socket on end of bottom pulley.
Tough as hell, really didn't want to budge......carried on...then clump.......moved about 40 degress....but no further.

Kept working it back & forth.....got easier & easier.

In neutral. Clutch engaged.

Tried starter.....nothing.....not even if it was trying to move. No dimming of dash lights.

Now questions.............

Could I have had a part siezed engine?
Could previous owner burnt out starter trying to budge it?
If engine was really siezed would I be able to turn it at all? Has between 12 o'clock & 2 o'clock movement.
Feels like I'm turning from compression to compression.......Would it not be possible for me to turn a 1.9 diesel by hand?
I was hoping to find blown fuse for starter but there doesn't seem to be one (haynes) for the starter motor. Starter looks fairly new/had work/new solinide.

What should I do now? Apart from......

Was told starter was good before incident.

Remove starter and bench test to check if it is OK,,,,,,,,, if it is you have won yourself a starter,,,,,,,Throw engine away.

Yes, throwing the engine away is an option. Like to know if its siezed first though!

I can turn my 1y spare engine over wit h a spanner relatively easy.

Put it in top gear and push it along. If the wheels skid or you can't push it get someone to put their foot on the clutch. If it moves then chances are the engine is stiff/seized. Then remove the plugs and try just in case it is hydraulicked with oil or water. Can't understand why no one else said that!

Yes, I think that will be my next job.
Bench tested starter......Goes in & out but doesn't spin.......Looks new........Could pre-owner of burnt it out on siezed engine?

Diesel engines dont have plugs, wont gain much by removing (Glow Plugs) and if your going to push it think you will need 10 fat blokes
you need a transhite to drag it around then dump the clutch, should be able to turn over by hand.

as Fritz has said above bin the engine, or take the sump off an investigate from underneath,-------------

carefully remove the engine, drain the oil into a container of some kind for later use. remove the fuel pump and then throw the rest in a skip.
use the oil to paint on the chassis to keep salt off in winter.

BTW What is winter salt?.............Don't get that here in the tropics. Sounds bad for these old buses.

remove the injectors or better still the glow plugs now try with a spanner if it turns it aint seezed then as I know nothing bout ththis engine probably do like they say n throw it away.
