I think I'd be inclined to use a rust remover followed by a rust inhibitor. They do different jobs.

Use a Dremmel with tiny grinding wheel or sander in the seams. Gets right in - but stop when you start to take the filler out! Then you have some chance with a proprietory rust remover - I use the stuff from Frosts.
Dinitrol is excellent - like a very thin Waxol - but quite expensive. Works its way right in to seams, cracks and tight corners. Fairly resistant to water under pressure. Snag is you cannot successfully paint over the top of it as you have covered the metalwith a thin coat of wax. That can be a problem with external painted bodywork.
