I was very disapointed with Vactan. I tried it after reading all the recomendations on here. Treated a variety of areas (e.g. seams and open areas) with it last summer, following very careful preparation. Rust came back after a couple of months.
Will have to start again in the summer.

I suspect that por 15 from frost auto restorers is the best , but have yet to try it as i got lots of vactan due to recommendations on here , However , i did a trial of vactan vs kurust --
---on several identical 1 mm steel sheets , i put both products then bent the pieces after drying -- the vactan peeled off , the kurust stayed on .
I will not be buying any more vactan.

Has anybody tried the Eastwood stuff?

The thing to understand about rust treatment is that there is no solution that you can just paint on and forget rust. You should get the metal back to as much bare steel as you can or as many have mentioned, where possible cut out and replace. However, if you spend time on these areas (I grit blasted my seams) and then apply Vactan all around the area (including behind), that seems to sort it. Did mine three years ago and no sign of any return of rust.

I understand that, and frequently got back to bare metal. Hoped it would last a good while longer than a couple of months though.

All of these products are only inhibiters. The rust will come back eventually.
Complete removal back to bear shiny metal and/or welding in new metal, is the only real solution (angle grinder, sand blasting or lots of elbow grease and a wire brush) and then only if you can paint/seal both sides of the repair.

Just to add another one to the list...

I have used this stuff at work in a marine environment at work and it works superbly, going to get some for the vans bodywork when I start work on there.

As said an agngle grinder or cutting the metal out is the best option.
An angle grinder with a wire brush sort of attachment,absolutely brilliant! It takes time but is well sorth it.
B & Q used to do a good rust removal liquid,put it on for 20 minutes then rinse off.That combined with the angle grider tool did the job for me,though im not sure if it's still available from B & Q.

Hammerite do a gel rust remover that will take it back to bare metal. Look of fleabay.

I have tried POR15, Rustolum, Krust and Rust Bullet.
Rustolum done a cracking job of my tin ware turned the rust in to a black solid surface. but it failed to make much difference to my seams,
Out of POR15 and Rust Bullet, RB is ahead but its not 100% . I used the rust bullet automotive its v thick and you need two coats. Its great for between panels and hidded areas but if you want a show finish forget it. Goes on well and dries tough as.
POR 15 done a good and is better if you have a pretty van. I done the rear arch over a year ago and its just come through in a one area, could of been my prep.
