1.9DG carb onto 2.0litre air cooled ?

I have twin 32 ICT webers on my 2 litre air cooled engine and to be honest the mpg is getting really bad 15-18mpg fully ladden on a long run. I was wondering if a single webber or similar mounted on a 1.9dg type manifold would be a better bet, or does anyone know of a good (and cheap) weber tuner in the west midlands? The exhaust pipe is always very sooty and black so I think it is over rich.
And before anyone says LPG, it may be what I do next year!

spend a hour on a rolling road getting it set up properly,else your guessing,same with what ever you put on get it set up,cj.
