Just under the right of steering wheel on a 87 1.6 diesel? It pulls out like a big old choke but does not seem to do anything.....

Depending on engine type they don't change the engine note much (some car engines rase idle with it) but it will make cold starting better if timeing is right.
One things for sure, its definately not a "choke" - diesels don't need such throttleing rubish!
