I had this a while back. Exactly as jamesc76 says but my hole was round instead of square where the speedo cable pokes through the hub cap.
Needless to say, a square peg in a round hole doesn't work too well!

You can sometimes effect a temporary cure there by putting the end cap on a metal block (rounded side down) and hammering at the hole inside with a solid bar or blunt cold chisel. It stretches the metal and closes the hole allowing you to file it square again. Or you could put a spot of weld on it to build up the hole I guess but chisel is quicker!

ANOTHER tip from my beetle days :D
