Big Bumpers and fog light mountings

I have a 90 T25 Autohomes Kamper with the big fibreglass bumpers on the front I have a pair of period Hella Lights I want to mount up front.

Will the I need the full set of brackets bits from VW as shown on Vagcat.com and do they fit big bumpersa or is there an alternative method?
