Fuse Box Problem....I think

I have an '89 Westy, late fusebox. Since aquireing the vehicle over two years ago, I noticed that there was a fuse in the 'spare' pos 5 with a wire held by said fuse and connecting to fuse 12 windscreen wipers. Everything seemed to work so I didnt bother until this afternoon........

It appears that the wire is providing a feed to the latter half of the fuse board, which looking at the haynes wiring diagrams should be fed from the ignition switched feed (15). On removing this wire then everything from an ignition switched supply stopped working to coinfirm my suspicions. I've checked the wires at the ignition switch (bk 1.5mm and 0.5mm cores) and there's 12v at the that point when the ingition is switched 'ON'. I've not managed to trace the black 1.5mm to the rear of the fuse box, as indicated by the manual, at present as it disapears into a loom of other wires.

Before I continue my questions are:
1) Where should the ignition switched feed terminate on the rear of the fuse box?
2) Is it foreseeable that it could be a fault with the fuse box?

maybe an old imobiliser in the system somewhere and this is a work around ?
