Electrical light fault

When I switch on my headlights the inicators all come on without flashing. This only happens on headlights as the lights work normal on side lights.
Am I looking for water ingress or a bad earth? Or is this a regular thing with T25s?

bad earth ( ABOve fuse box)
bad relay
bad ignition switch and or indecator flash switch gear
bunt out wire from switchgear to fuseboard depending on age.....

take your pick, ive seen this with all the above

Now sorted. It was a two edged sword. The female spade from the indicators had come adrift and the headlight spade was touching another spade from mars.
Both were on the back of the fuse box which has to be the easiest fusebox removal in history!
