you need a vice with a 90 deg crimper....

or

a vice and a panel beating hammer... and some practice at a 90 deg bend.

or

a vice with two pieces of 90 deg angle iron with your sheet steel between them.

Yes start off by hand folding a bit of card or even wire to the shape. Then taking a a bit of metal a bit wider but not too much wider grip it in the vice and bend it by holding a block of wood ideally end grain against it and hammer it over the the correct angle. Then pull it out enough to form the next bend reversing it if necessary then do the same again. And so on... If the depth of the vize is insuficient use two bits of angle iron in the jaws and a pair of mole grips so the metal can hang down. I often make the shape first and then scribe round it so I can cut out and exact hole for the new bit to fit into. I also tack it in a couple of places so I can tap it into place prior to finshing it. My two favourite tools are a 1mm disk in a small angle grinder and a Back & Decker power file with 12mm belts cut from the wide belt sander belts as the 12mm belts are a stitch up at a fiver for three! OK Granny?
