I think my turbo may not be functioning properly or at all (based on the fact that it doesn't kick in at speed as it should). My questions are:
How can I check without the means to have a look underneath?
If I can get underneath is there obvious areas to look for, or is it worth just taking the van to a garage?
Am I risking creating a problem with the engine if I continue to drive bearing in mind that we're going to France in two weeks?

Presuming this is a standard 1.6TD (JX)... You don't say... ?
Only if the bearings or seals are shot, usually resulting in lots of blue smoke when pulling away or under power... if they are your oil pressure maybe down and can get worse quickly.
It's usually accompanied by oiliness down around the turbo and inlet pipe - no drips down there? (Sorry, I can't get under there for you

Turbos often still boost well when these are shot, so don't be misled...
Test for boost with a boost gauge, a small plastic one can be had for a few quid, connect up with a Tee or 'Y' piece into the small hose from inlet manifold to top of Injection Pump (LDA unit diaphragm)
Chances are it IS boosting but your LDA unit isn't re-acting with more fuel.. (LDA diaphragm or LDA unit problem, quite common)
Or, you aren't getting full pump lever travel.
