Does the off side mirror fit the near side and vica versa?

I have sourcd some throught VW and need to know before i buy.

The actual mirror?

Yes, it's the same for either side (at least the OEM ones on my yoke, made by Wilke, are)

I think everything is the same except the upper mounts and mount packings. They are sided. Mounts are same as LT, but packings are not

Here is a drawing of the proper T3 mirror assembly

Only parts 10 and 20 are really side specific, you could possibly use the rest from the "wrong" side once you have the correct upper bracket and rubber pad (and even the rubber pad could possibly be made up from some spare rubber)
