It doesn't say that.
It used to be worse than this, earlier you could only fit certain makes of tyre unless they were "Eingetragen" registered as suitable for the vehicle.
I don't know about the decoupler (I'm not a 4x4 man) but you can have 2 or 4 wheel drive (switchable).

The interesting bit is that this seems to be an American car (still on US plates, you can just make them out in one picture) ...yet there is no mention of that in the text.
Did the US ever get 16" syncros?
Was the duty / tax paid on the import?
Why does it have a front difflock and no rear?
But most impotantly of all ..why is the steering wheel pink??

Volkswagen delivered only some NATO 16" to the US, no civil ones. Some of the cars offered in the US are converted 14" or imported ones.

Think I read somewhere, most (all?) US vans never had difflocks when built as VW didn't want to get sued for someone crashing with them. True or not I don't know but assume all difflocks over there are retrofits or its an import its probubly slightly easyer to change the front diff for a locking one than the hole transaxle? Maybe they didn't get round to doing the rear aswell?
