How many turns preload have you put on the adjusters?
haynes is too many for recently run engines.
Sounds like you've done some work, then set them up as new tappets, not pre run ones, so in effect what you have done is jack all the valves open.
Does it spin over really fast? like no compression.
Don't put a CJ in, I've seen a few retro bodges like that and it's not pretty!

been at it since half 7 this morning.. tried everything and still would not fire up!! so i took a chance and set the valves for solid lifters 0.006 on the inlets and 0.008 outlets... hey presto she fires up
looks like whoever had it before me changed the hydraulic lifters for solids... I will wait for the season to finish then drop the engine out for a full rebuild back to original spec....

it does look like a recon and now that you mention it in the paperwork there is a faded or washed receipt that looks like the volksspares logo and i can read bla bla engine replacement bla bla exchange bla bla.. so it could well be one of them... The rocker covers have been changed to aluminium covers....
thats a bummer if it does have mexican beetle cams will change them when i drop it out and rebuild!! but she does pull really well and cruises nicely at 70.....
