Idle adjust screw doesn't seem to work?

Idle adjust screw doesn't seem to work?

Ok, after the running out of fuel fiasco, I changed the fuel filter. Now it seems the van (2L Aircooled) is idling too fast

I've wound back the idle adjustment (clockwise) on the nearside carb and it hasn't made the slightest difference. I've also noticed that if you put your foot on the accelerator, and then remove it, the van doesn't decelerate for a good second - almost as if the pedal was stuck, however the cable and linkage are fine and are not sticking. Too much fuel getting through?

I haven't got an idle stabalizing unit (have been told not to fit one), so the the two wires are just connected via the socket.

Anyone got any ideas as to why it was Ok before running out of fuel, changing the filter and now it is idling too fast? I haven't done the timing yet - would it help? If so - can anyone recommend an online store that sells timing guns. Halfords seem to do them for £35.
