Air Filter Pipes?

Air Filter Pipes?

1.9DG 1986 (water cooled)
On the Air filter box there is the main inlet coming in from the outside of the engine compartment, then there are 2 other inlets that take 40mm ish pipe.
Both my inlets are minus the pipes, Should it have pipes and where should they be located.
I presume one is for cold start and should be positioned near to the exhaust?
What about the other, any ideas please.

the earlier exhaust system had a "exchanger" on one of the "j" pipes that the pipe fitted to, but you dont have that on a later one, and itsnot needed in this country anyway.....
