I was hoping to find one on Brickwerks, but was unlucky. Does anyone know of the best bet for buying a genuine new header/expansion tank for this '89 1.9dg?

Well, yes. I see your point, but reckoned it may be more expensive than somewhere else that has them made by the same manufacturer?
