Mick, put some vinegar on a papertowel and wipe the screen well (doing the same with the blades themselves can 'resurrect' seemingly dead wiper blades) this de-greases the screen ... worth a go for nowt

Lightly grease the spring in the wiper arm and flex it in and out to loosen it up. It could be that your wipers just arent being pressed to the window strong enough. Either that or your wiper arms are twisted. Then again, Ian is probably right about the dirty windscreen.

If the blade only makes a noise in one direction the problem may be that the blade is not square on to the screen (90 degrees)
It can be "adjusted" by twisting the wiper arm in the relevant direction to correct it

Switch on wipers and then turn off ignition with blades about halfway through their arc. If you look at the drivers side blade it will probably not be sitting square on the screen. Us small adjustable to twist the wiper arm so that the blade sits at right angles.
