Idle stabilizing unit

Can anyone tell me how important/necessary this item is for a 1989 2.1 DJ engined van. The reason I ask is that when I went to set the ignition timing today, I found it was missing...

The two connectors for the unit have been joined together and left like that. The screws that hold the unit to the engine bulkhead are there, so I know it was there at some point! I presume the previous owner removed it, but why and should I be worried? Any advice greatly appreciated.

I think most vans will have this bypassed or missing,
It does improve idle stability, but needs to be bypassed to set timing (as you have discovered)
They do fail and as the difference is not noticable dont often get replaced.
