I have just removed the outside vent for the gas fridge behind the outer plate and in front of the exhaust there is a square of rubber it looks like it should be there but it also looks like it blocks the exhaust gasses
Is this right?

mines got that flap of rubber on it, it's there to stop any insects or stuff going down the exh hole mine works fine with it there the heat will still come out!

It's the baffle rubber, stops sudden gusts of wind from blowing out your pilot light as far as I'm aware. It does not interfere with the normal exhaust gasses as it usually hangs slightly ajar, unless pushed against the housing by sudden gusts of wind as I've already mentioned.
