pulls in and out,
with perceptible click near the end of its travel.

Nothing appears to happen that I've noticed anyway

any thoughts?

Not being a diesel head.....YET!!! As I understand it alters the timing of the pump, only needed to pull it out on the coldest of mornings.

It's the cold start lever for 1.6 D and 1.6 TD models, however I am not sure about wether the 1.9 TD has one or not.

All I know is the spare wheel is in a tray between front wheels,

where the jack is I have no idea.

Now.

Hows it released?

that's were I hang my handbag
nope it's really a cold start handle for 1.6 diesels, it does something magic down in the engine!!! apparently you don't ever need to use it in this country as it doen't get cold enough.
Also the spare wheel is held on with a nut, undo it and get whacke don the head with a spare tyre!!
as for a jack probably in a landfill somewhere, get a decent trolley jack.
