In my old Audi 80 I could only get 48 litres in a 60 litre tank. That's because you're only supposed to fill it up to 80% of the total capacity. It may be a faulty multivalve-the bit in the tank with the float on it. Or it could be the tank needs rotating a little to allow the float to cut off the flow later and let more gas in. I know it might look a little strange, but you could try parking one end or the other on some bricks when you fill it up, to see if the float might allow a little more in, hence the tank might need rotating a few degrees so the float doesn't cut off the gas too soon.
