No, think thats not it, its in the right hand box behind the taillight normally - I think I'm right there. Go in behind ffrom the taillight and check that compartment isn't wet/damp and the control unit's conenctions seem in good nick.
Anyway, there's a wole range of things that could result in this of course. And I'm no expert on DJ's. But the throttle return stop settings are more than just a screw in the dark and require some care in setting up
Mayeb first start by checking the Idle Stabilser itself is buzzing nicely when turning ignition on and first clean it out with carb cleaner disconnect pipes so to do. This is the small (30mm x 80mm ish) cylindrical unit about midways in the engine bay conencted up to the inlet manifold, haveing an electrical connection to it.

I didnt say "brake FLUID" I said brake CLEANER....
Idle stabilisation "box" isnt fitted to DJ's is it? sure there wasnt one on the engine I dismatled and I had al the injection too..
Idle stablisation valve is on the inlet manifold a tubular device with a connector on one end and a a hose connecting it to the inlet manifold from the air intake..

Pretty sure that control box is behind the r/h tail-light on DJs - definitely brake cleaner for the unit itself
ISU is usually silver/cadmium plating colour, should be able to hear it buzzing with ignition on.
Check fuel pressure regulator hoses (to manifold) for crud/blockages too

so to exorcise the devil I'll have to get my camera out, unit may have been removed but the two plastic plugs that held it there just above the fuel filler pipe entry should still be there..

My 2 late DJ water cooled vans both had Idle stabilisation valves (cylinder 3" long on top of the engine near the throtle housing) and the electronics to make it work ( on the left side of engine. 2" square box with 2 connectors)
Dont clean it, bypass it.
The fuel injection control unit is behind the left hand taillight (or under the rear seat.
