Next issue to fix is the fuel gauge - it just sits on the end stop of empty.

PCB is fine, connection is fine, and temp gauge works so not voltage...

You have 2 6volt batteries and wire plus to negative to create 12volt. Then you have a bigger battery pack of more amps thus better...
