I will have to take a look at the circuit diagram to see where the commonality it on the dash , the chances of the guages failing at all is low and all at the same time would be unlikly unless an error caused them to fail. 

Has it got the stock air filter system
Has it only occurred in the last 3 months
Will it not start after a prolonged crank
Any other running issues [hunting at idle]
Basics been done, new filter. Timing, plugs.
Vacuum capsule in dizzy holding air.
Is the fuel solenoid energizing .

i was chatting with copilot about this, and a full re-engineer with just a modern microcontroller and as few simple components could replace all the analog components. it seemed to have a fair idea of what was needed, what inputs are provided and the PWM drive for the ISCV.

the picture from here https://www.coolairvw.co.uk/search/?search=2e3 shows 3 ports which is feed outlet and return. The unit is a basic presure regulator in effect. A faulty one can cause fule starvation ( I chased a fault for months loosing power going up hill in a mk1 golf till i just bypassed it )

did the switl pot have a return?

so an undrilled casting

Entirely dependant on many factors. if it does not get the opportunity to run regularlty it may seize up. if you live in a damp environment it may get rusty. 

is there no blanked port for the return?
 

who were you going tosend it too as the last specialist in pierburg no longer operats AFAIK

is this a new fault, was anything done before the issue started.

Strange that a resistor helped as they mostly work on pulse counting.  A higher reasding would normaly suggest the unit is from a car with more cylinders and the pulse devider is not right ( ehy you have them with 4-6-8 switches , although if a VDO was from an AUDI it may be a 5cyl application.
