Yep, your very close. Found some paper work from Volkswagen dating the chassis number, September 1991.
Registed July 1992 in Austria.

Is it a 16?? Well, it has front CV protectors, larger drive shafts and rear arms. Not sure what you mean about the wheel arches, are they bigger on a 16? S17 Carat WV2ZZZ25ZMG016477 July 1992. The spare is still original, so its a good start for a part number or name.
Alex said he sold the wheels to a German chap as he needed the space..
