Quick brake pad question

Hello,

So, fitting some new pads and the aftermarket ones that i bought came supplied with a rubber-like backing

Am i correct in thinking that these are in replacement of the original metal anti-rattle shims?

Having a frustrating time trying to remove the dust caps from the wheel hub. Hi all, New to the forum and currently carrying out a lengthy restoration project.
