1.6d (non-turbo) water pump pulley alignment

I broke down the other day after the alternator belt snapped. Mr RAC came out to help and tried a few temporary measures to get me going again none of which worked unfortunately but as he was doing so he noticed that the water pump pulley wheel was skewed slightly and only just clearing the engine block. It looks like too small a size belt had been put on and has strained the water pump bearings - according to the RAC man.
So the questions are:
Is this actually likely/ possible?
Will it be a case of just sticking a new pump on with the correct belt?
What size belt should be on there- I think it's a 628 currently?
