Its supposed to kep the idle speed up if "load" is placed on the engine.. ie all the electrical gear on... or power steering or AC, which aircooleds didnt have.. (well ac was an option in the US I think)
But I suspect its prob there to help during warm up... as thats when they are more likely to stall..
Might find you need to tweak up the idle adjustment a fraction...
Oh.. and the 2 conections on the unit should be joined together... wont run without...
