Dry, dry dry, even with a paint stripper hot-air gun, before painting rust... and chip off as much scale as possible, all ideally.

I use Eastwoods Rust Encapsulator over top of rust I can't get to, but each to their own...

Cut it out, completely - that's the best advice, and twist knot wirebrush on a 4 1/2" grinder is pretty good at that if you can get it in there... (leather gloves, full mask, and hang on tight)

But heavy rust holds moisture usually, even though surface looks dry... so chip it off and air the area thoroughly before primers/rust converters.

Must try Vactan sometime :)

been busy with the angle grinder/wire brush and vactan tday! usual places they seem to rust, front panel seams either side of lower grille, very bubbly there, and along the top of the area behind the front bumper that sticks out, loads more to do yet, seans at rear of van and one very bad rear arch which i think will need a repair panel. got some rustoleum to paint over the vactan'd bits, a few worrying bubbles at the lower edges of side window rubbers too :(

no, but i did use a hot air gun/paint stripper on the areas i did for quite a while.

nothing other than removal will work, sandblasting is the best way if its only on the surface, otherwise cut it out and replace.

and as other posters say repaint right away, zinc based primer will help but dont just spray on primer and leave it for a few days, I was told ages ago that primer can absorb water and if this happens your back to square one.

Vactan is just a handy thing to keep in ANY vw.

Treat any stone-chip or rusty seam with that and you can forget about it for a very long time. The 'remove and replace if rusty' theory is sound but expensive and more to the point, if you own a type2, you'll be doing that PERMANENTLY - lol

Jenolite (think its called) was the worst of the rust treaments. Vactan is cheap considering how much you get and with one application it halted rust patches on mine for almost two years until I was able to put paint on the van. They use it on barges and tanks.
