There are early, and late varieties.
To match the early and late hubs, callipers etc..

Early brakes use the little rectangular brake pads and often double-pistons

Later brakes use longer curved brake pads and a sliding caliper.

UPDATE -

Those look like the early 79-85 shields.

But I note from another thread that you have an 85 van with later suspension components.

1985 was a changeover year, meaning vans built then could have old parts, new parts, or a combination of both. Yes these shields are correct for the fixed calipers, as I have. The other type have a much larger cutaway on the side for the later floating calipers. All the major suppliers sell these same shields with the tabs (probably all from the same source), just struggling to find someone who knows the correct procedure, should they be pushed in, pulled forward or broken off and removed. Looks like they are made this way to avoid them being handed, you modify the appropriate tab (will be the bottom one) depending which side you are fitting it to.

can you not align the shield with the with the hub annd caliper and figure out what needs cutting off the plate.

odd that something wont fit. Are you surw its the right part for your car.

I have always used BW for parts and never had an issue with fitment and the need to fettle anything.

Glad to say I've solved this. You do indeed remove, or fold over the bottom tab, this allows a clearance at the bottom for the track control arm. It will not fit unless you do this, I think the orginal VW item had the same feature. There are two tabs to prevent them from being handed, depending on which side you fit it to, you only need to adjust the bottom tab.

Surprised this isn't already known about on here. Equally surprised that even the usual sellers (who all sell the same item) didn't know either and gave a multitude of pathetic replies.

Just Kampers, Brickwerks, Heritage, all gave the following initial very silly answers to this, in no particular order -

They are not really there, it just looks like it on the pictures (what?!)
They are for ABS sensors (ever seen a 79-85 T25 with ABS, no me neither!)
They are vents (really?!)
The shields just bolt on, they are indents to clear something (erm, right!)

Kudos to Heritage with this investigation, one of the chaps there even went out to photograph their original ones on the van.

Hope this helps someone in the future who may be fitting these. Got mine from Schofields, super place, incredibly helpful, my first choice for parts.
