When fully depressed the cam should rotate to the highest step.
This can be adjusted using the bimetal spring housing.
It has three screws. Once loosened the housing is able to move.
Turning it clockwise will bring the highest step closer to the FI screw.
The mechanism must be checked first for free operation and that the springs are not broken, missing or misplaced.
If the ambient temp is not below a certain level I'm not sure that this highest step is achievable.
