Thanks for the clarification. In the end, I set the tang so it was in the middle of the slot. I figured this would give me enough adjustments either way. I set it up on the fast idle and adjusted the choke flap as per the Haynes manual. Bolted it back on. It set on the accelerator with a good idle. I run it round the block and got it warm and checked the choke had opened fully. All working correctly.
Again many thanks to you guys for the answers, I now know how the choke is supposed to work.

Ha ha, nice one kev. It just shows when comparing the position to the other photo how each spring is different in relation to how it's set on the spindle.
