fuel gauge problem

Hello everybody,
I've got an '85 petrol dg engine camper, fuel gauge stopped working a while back. I've read the wiki and any post I can find (very useful info!)
the temp gauge still works perfectly, I cleaned all dash pod connections a while back, dropped tank a little to test sender wire and that shot over to right when earthed against bare chassis.
Bad sender I thought.drained, dropped tank and replaced it with new sender aligned as per haynes, stick pointing to the front of tank.
10l fuel in for good measure, no movement, not even in reserve.
Drained and tested connection again,reseated sender again, tank back in, 15l in for good measure. no movement......aaaaargh!
Do you suggest a duff sender? or not enough fuel to register on new sender? (didn't think the latter cos the tank fills for £70-odd, 50l )
i'm getting peed off having to keep draining it!
any thoughts greatly appreciated.
